Time bar is an issue often misunderstood and overlooked. Knowing the rules of citation can make all the difference because often the Police do not. In this particular case the purported service of the complaint was defective and our plea to the competency on the ground of time bar was upheld in relation to the charge of speeding which was due to proceed at Glasgow Justice of the Peace Court.
